Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to permit special registration plates for certain persons with medical conditions that may cause erratic behavior. It also requires medical certification that person may operate motor vehicle if properly follows dietary restrictions
In West Virginia approximately 12% of the population has diabetes. Applying this percentage to the number of class ‘A’ plates (1,340,00) will give an estimate of 160,800 (1,340,000 x 12%) which would be eligible to use the ‘medical conditions’ registration plate. The Division estimates 1% (or 1,608 (160,800 X 1%)) will adopt the “medical conditions” registration plate.
The bill establishes an initial application fee of $25 which would produce first year revenue of $40,200 ($25 X 1608). The bill also establishes an annual fee of $15 which would produce first year revenue of $24,120 ($15 X 1,608). For a total first year revenue of $64,320 ($40,200 + $24,120).
Similar registration plates cost the Division $7.25 per plate. This is an increase of $4.30 ($7.25 - $2.95) over the Class A plate cost of $2.95. The total first year plate cost would be $6,914 ($4.30 X 1,608). The Division would also incur programming costs for the cash register of $2,300 for a total first year cost of $9,214 ($6,914 + $2,300).
The Division estimates that the total number of medical condition plates will remain consistent in future years with about 5%, or 80 plates, (1608 plates X 5%) of the plates not renewing and the same number of new purchases. Future annual revenue will consist of $2,000 (80 new plates X $25)for initial application fees and $24,120 (1,608 X $15 annual fee) for a total of $26,120 ($2,000,+ $24,120).
The future expense is expected to be $344 ($4.30 X 80) per year.
