A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §20-2D-1, §20-2D-2, and §20-2D-3, all relating to creating a Voluntary WVU Rifle Team Check-off Program on the cost of hunting and fishing licenses; creating a special fund for this purpose; and providing how funds are to be used.

Be it enacted by the Legislature of West Virginia:


ARTICLE 2D. VOLUNTARY WVU Rifle Team CHECK-OFF PROGRAM.


§20-2D-1. Voluntary check-off designation.


(a) Each application for a hunting or fishing license in West Virginia shall contain a designation as follows:

West Virginia Voluntary WVU Rifle Team Check-Off Program.

Check ( ) if you wish to donate $1 to be added to the hunting or fishing license fee.

(b) Each individual desiring to donate to the voluntary WVU Rifle Team program may designate by placing an “X” in the appropriate box on the application form. His or her donation shall be credited to the program.


§20-2D-2. Contributions credited to special fund.


The donations received for the voluntary WVU Rifle Team program shall be deposited into a special fund hereby created as the “West Virginia Voluntary WVU Rifle Team Check-Off Program Fund”. The Director of the Division of Natural Resources by July 1, of each year shall determine the total amount designated pursuant to this fund and shall report such amount to the State Treasurer who shall credit the amount to the special Division of Natural Resources Fund created by this section.


§20-2D-3. Use of funds.


The funds shall be used for the purpose of supporting the West Virginia University Rifle Team. The director shall on January 15, each year, furnish the Legislature with a report stating the amount of money that has been provided and how those moneys have been expended.


 

 

NOTE: The purpose of this bill is to create a Voluntary WVU Rifle Team Check-off Program on the cost of hunting and fishing license.  The bill creates a special fund for this purpose and designates how funds are to be used.
