A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §18A-3-2e, relating
to requiring county boards of education to employ the most
qualified individuals to be athletic and other extracurricular
coaches; and the development of the criteria to be used when
hiring and firing those coaches.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §18A-3-2e, to read as
follows:
ARTICLE 3. TRAINING, CERTIFICATION, LICENSING, PROFESSIONAL
DEVELOPMENT.
§18A-3-2e. Athletic and extracurricular activities coaches.
After July 1, 2010, persons employed as public school athletic
and other extracurricular activities coaches will be those individuals who are most qualified for those positions. County
boards of education shall develop the criteria to be used when
evaluating and selecting applicants for those coaching positions.
Such criteria will include, but not be limited to, the individual's
status and experience as a professional educator, experience as a
coach and experience in the specific extracurricular activity. The
board may also determine the criteria to be used when relieving a
coach of his or her coaching responsibilities.
NOTE: The purpose of this bill is to permit county boards of
education the power to employ the most qualified person to be
athletic and other extracurricular coaches. The bill also permits
the boards to develop the criteria to be used when hiring and
firing coaches.
