A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §18-5-15e, relating to in-service training programs in the use of the Heimlich maneuver and response to choking emergencies required for all school personnel in pre-kindergarten, kindergarten and elementary schools; and encouraging parents to attend.

Be it enacted by the Legislature of West Virginia:


That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §18-5-15e, to read as follows:

ARTICLE 5. COUNTY BOARD OF EDUCATION.


§18-5-15e. In-service training programs in the use of the Heimlich maneuver and response to choking emergencies; parent attendance.

Under guidelines established by the State Board of Education in consultation with the West Virginia Department of Health and Human Resources, training programs in the use of the Heimlich maneuver and response to choking emergencies shall be provided by the county boards as in-service training for all school personnel in prekindergarten, kindergarten and elementary schools. The county boards shall encourage the attendance of parents at these programs and notify such parents to the fullest extent practicable, including notification in written form and by publication.


 

NOTE: The purpose of this bill is to require in-service training programs in the use of the Heimlich maneuver and response to choking emergencies for all school personnel in pre-kindergarten, kindergarten and elementary schools.  The bill encourages parents to attend.
