A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §1-5-6, relating to requiring every state agency to submit a report to the Legislature containing a detailed inventory of all property owned by the agency and associated costs.

Be it enacted by the Legislature of West Virginia:


That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §1-5-6, to read as follows:

ARTICLE 5. Acquisition and Disposition of Real Property by and Between Public Bodies.

§1-5-6. Real property inventory; reporting period for state agencies.


On or before June 30, 2018, every state agency is required to submit a report to the Joint Committee on Government and Finance, containing the following information:

(1) A list of each real property that the agency owns;

(2) The market value of each real property that the agency owns;

(3) Whether each real property that the agency owns has been paid for in part or in entirety;

(4) The square footage of each real property that the agency owns;

(5) The itemized monthly utility costs, incurred over the past two years, associated with each real property that the agency owns;

(6) The number of employees using a facility located on each real property that the agency owns;

(7) The physical address of each real property that the agency owns;

(8) The itemized maintenance costs, incurred over the past two years, associated with each real property that the agency owns; and

(9) Each real property that the agency owns that is on the National Historic Register.

NOTE: The purpose of this bill is to require every state agency to submit a report to the Legislature containing a detailed inventory of all property owned by the agency and associated costs.
