A BILL to amend article two, chapter eighteen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section thirty-four-a, relating to awarding high school diplomas for requirements met in out-of-state private schools.

Be it enacted by the Legislature of West Virginia:
That article two, chapter eighteen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section thirty-four-a, to read as follows:
ARTICLE 2. STATE BOARD OF EDUCATION.

§18-2-34a. High school diplomas for credits earned at out-of-state private accredited secondary schools.

(a) Notwithstanding any provision of this code to the contrary, the state board shall provide for the awarding of a high school diploma, by the county board in the county in which the applicant resides or did reside, to the applicant who holds or held residence in West Virginia while attending a private accredited secondary school in another state at which the student met or surpassed requirements for receiving a high school diploma from the place of residence.
(b) The state board shall promulgate procedural rules for the application process, verification of residency and transcripts and the awarding of high school diplomas.



NOTE:
The purpose of this bill is to provide for West Virginia residents who earn sufficient credits at out-of-state private secondary schools to receive high school diplomas from their home counties.
