Dear Chairman Craigo:

Please find enclosed an amendment to HJR 2 to address non-game wildlife program funding. This amendment would simply allow the Legislature to authorize the sale of special automobile license plates, on a voluntary purchase basis, to support non-game wildlife. The Non-game Advisory Committee recommended the special plates as a source of revenue, as several States have done, but our constitutional dedication of gasoline taxes and automobile license fees, etc., precluded their proposal. This language would allow us to use that approach, and since the Resolution deals with revenues for wildlife resources, HJR 2 is the appropriate vehicle.
