Delegate Craig moves to amend the bill on page four, line forty-four, following the words "used for profit" by striking out the semi-colon and inserting in lieu thereof a colon and the following:
"Provided, That the amount of exemption for the public purpose of distributing electricity shall result in a reduction of electric rates for those customers supplied by the exempted taxpayer, and shall be apportioned equally across the customer base: Provided, however, That the exempted taxpayers may not compete with taxpaying entities for customers or electricity sales;"
