     The House of Delegates met at 6:00 p.m., and was called to order by the Speaker.
     Prayer was offered and the House was led in recitation of the Pledge of Allegiance.
     Th e roll being called (Roll No. 696), and 88 members having answered to their names, the Speaker declared a quorum.
     The Clerk proceeded to read the Journal of Sunday, March 9, 2003, being the first order of business, when the further reading thereof was dispensed with and the same approved.

H. B. 3219, Expiring funds to the balance of the division of highways - highway tax fund; on second reading, coming up in regular order, was, on motion of Delegate Staton, laid upon the table.
Leaves of Absences

     At the request of Delegate Staton, and by unanimous consent, leaves of absence were granted Delegates Campbell, Faircloth, Ferrell, Fleischauer, Frederick, Houston, Manuel, Shelton, Susman, Tabb, Trump and Wakim.
Messages from the Senate

     A message from the Senate, by
     The Clerk of the Senate, announced that the Senate had refused to recede from its amendment and requested the House of Delegates to agree to the appointment of a Committee of Conference of six from each house on the disagreeing votes of the two houses as to
     Com. Sub. for H. B. 2050, Budget Bill, making appropriations of public money out of the treasury in accordance with section fifty-one, article six of the Constitution.
     The message further announced that the President of the Senate had appointed as conferees on the part of the Senate the following:
     Senators Helmick, Plymale, Prezioso, Sharpe, Minear and Facemyer.
     On motion of Delegate Staton, the House of Delegates agreed to the appointment of a Committee of Conference of six from each house on the disagreeing votes of the two houses.
     Whereupon,
     The Speaker appointed as conferees on the part of the House of Delegates the following:
     Delegates Michael, Doyle, Warner, Leach, Mezzatesta and Hall.
     Ordered, That the Clerk of the House communicate to the Senate the action of the House of Delegates.
     At 6:19 p.m., on motion of Delegate Staton, the House of Delegates adjourned until 5:30 p.m., Tuesday, March 11, 2003.
