     The House of Delegates met at 6:00 p.m., and was called to order by the Speaker.
     Prayer was offered and the House was led in recitation of the Pledge of Allegiance.
     The roll being called (699), and 92 members having answered to their names, the Speaker declared a quorum.
     The Clerk proceeded to read the Journal of Wednesday, March 12, 2003, being the first order of business, when the further reading thereof was dispensed with and the same approved.
Committee Reports

     Chairman Spencer, from the Joint Committee on Enrolled Bills, submitted the following report, which was received:
     Your Joint Committee on Enrolled Bills has examined, found truly enrolled, and on the 13th day of March, 2003, presented to His Excellency, the Governor, for his action, the following bills, signed by the President of the Senate and the Speaker of the House of Delegates:
     (S. B. 112), Allowing farm wineries to manufacture, serve and sell certain wines,
     And,
     (S. B. 646), Authorizing centers for economic development and technology advancement.
Messages from the Executive

     Mr. Speaker, Mr. Kiss, presented a communication from His Excellency, the Governor, advising that on March 11, 2003, he approved Second Enr. Com. Sub. for H. B. 2122; and on March 13, 2003, he approved Com. Sub. for H. B. 2094, Com. Sub. for H. B. 2301, H. B. 2696, Com. Sub. for H. B. 2733, H. B. 2891, S. B. 283, S. B. 284, S. B. 390, Com. Sub. for S. B. 450 and S. B. 470.
Leaves of Absences

     At the request of Delegate Staton, and by unanimous consent, leaves of absence were granted Delegates Carmichael, Faircloth, Ferrell, Frederick, Manuel, Schadler, Trump and Wakim.
     At 6:18 p.m., on motion of Delegate Staton, the House of Delegates adjourned until 6:00 p.m., Friday, March 14, 2003.
