The House of Delegates met at 6:00 p.m., and was called to order by the Speaker.
Prayer was offered and the House was led in recitation of the Pledge of Allegiance.
The roll being called (698), and 93 members having answered to their names, the Speaker declared a quorum.
The Clerk proceeded to read the Journal of Tuesday, March 11, 2003, being the first order of business, when the further reading thereof was dispensed with and the same approved.

Leaves of Absences
At the request of Delegate Staton, and by unanimous consent, leaves of absence were granted Delegates Faircloth, Ferrell, Frederick, Manuel, Perdue, Trump and Wakim.
Miscellaneous Business
Delegate Caputo asked and obtained unanimous consent that the remarks of Delegate Manchin regarding S. B. 652, Renaming Marion health care hospital John Manchin, Sr., health care center, be printed in the Appendix to the Journal.
Delegate Frich asked and obtained unanimous consent that her questions and the responses of Delegate Mezzatesta regarding H. B. 2224, Relating to higher education reorganization, be printed in the Appendix to the Journal.
