The House of Delegates met at 6:00 p.m., and was called to order by the Speaker.
Prayer was offered and the House was led in recitation of the Pledge of Allegiance.
The Clerk proceeded to read the Journal of Wednesday, March 15, 2006, being the first
order of business, when the further reading thereof was dispensed with and the same approved.
Messages from the Executive
Mr. Speaker, Mr. Kiss, presented a communication from His Excellency, the Governor,
advising that on March 13, 2006, he approved H. B. 4019, H. B. 4047 and H. B. 4063; on March
14, 2006, he approved H. B. 4751, Com. Sub. for S. B. 114 and S. B. 627.
The Speaker laid before the House of Delegates a Proclamation from His Excellency, the
Governor, which was read by the Clerk as follows:

A PROCLAMATION
By the Governor
Whereas, Article VI, Section 51 of the Constitution of West Virginia generally sets forth
the procedures for the passage of budget and supplementary appropriation bills; and
Whereas, Pursuant to said provisions, and because the Budget Bill had not been fully acted
upon, the Regular Session of the Seventy-seventh Legislature was extended for a six-day period by
the proclamation of the Governor dated March 8, 2006; and
Whereas, The Seventy-seventh Legislature has not finally acted upon the Budget Bill during
the six-day period by which its Regular Session had been extended by such proclamation.
NOW, THEREFORE, I, JOE MANCHIN III, GOVERNOR of the State of West Virginia, do
hereby proclaim that my previous proclamation extending the Regular Session of the Seventy-
seventh Legislature shall be modified so that the Regular Session of the Seventy-seventh Legislature
shall be extended beyond the sixty-sixth day of the Regular Session for an additional period of two
days and do hereby further proclaim that, during this extension, no matter other than the passage of
the Budget Bill and a provision for the cost of the extended session shall be considered.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the
State of West Virginia to be affixed.

Delegate Staton moved to adjourned until 6:00 p.m., Friday, March 17, 2006, and on this
motion, demanded the yeas and nays, which demand was sustained.
The yeas and nays having been ordered, they were taken (Roll No. 673), and there were -
yeas 63, nays 27, absent and not voting being as follows:
Nay: Amores, Border, Canterbury, Caputo, DeLong, Doyle, Fragale, Howard, Lane, Leggett,
Longstreth, Louisos, Martin, Michael, Overington, Perdue, Perry, Porter, Sumner, Tabb, Trump,
Tucker, Walters, G. White, Williams, Wysong and Yost.
Absent and Not Voting: Craig, Duke, Ferrell, Frederick, Houston, Iaquinta, Long,
Manchin, Miley and Wakim.
So, a majority of the members present and voting having voted in the affirmative, at 6:07
p.m., the House of Delegates adjourned.
