The Senate met at 2:30 p.m.

(Senator Cole, Mr. President, in the Chair.)

Prayer was offered by the Honorable Gregory L. Boso, a senator from the eleventh district.

The Senate was then led in recitation of the Pledge of Allegiance by the Honorable Bob Ashley, a senator from the third district.

Pending the reading of the Journal of Saturday, June 11, 2016,

At the request of Senator Laird, unanimous consent being granted, the Journal was approved and the further reading thereof dispensed with.

The Senate proceeded to the fourth order of business.

Senator Hall, from the Committee on Finance, submitted the following report, which was received:

Your Committee on Finance has had under consideration

Senate Bill 1010, Supplemental appropriation from State Fund, General Revenue to Department of Education, State Board of Education.

And has amended same.

And reports the same back with the recommendation that it do pass, as amended.

At the request of Senator Carmichael, unanimous consent being granted, the bill (S. B. 1010) contained in the preceding report from the Committee on Finance was taken up for immediate consideration, read a first time and ordered to second reading.

On motion of Senator Carmichael, the constitutional rule requiring a bill to be read on three separate days was suspended by a vote of four fifths of the members present, taken by yeas and nays.

On suspending the constitutional rule, the yeas were: Ashley, Beach, Blair, Boley, Boso, Carmichael, Cline, Facemire, Ferns, Gaunch, Hall, Karnes, Kessler, Kirkendoll, Laird, Leonhardt, Maynard, Miller, Mullins, Palumbo, Plymale, Prezioso, Romano, Snyder, Stollings, Sypolt, Trump, Unger, Walters, Williams, Woelfel, Yost and Cole (Mr. President)—33.

The nays were: None.

Absent: Takubo—1.

The bill (S. B. 1010) was then read a second time.

The following amendment to the bill, from the Committee on Finance, was reported by the Clerk and adopted:

On page two, after line thirty-five, by inserting the following:

“Whereas, The Boone County Board of Education will be required to reimburse the General Revenue Fund of the state for any property taxes recovered as a result of ongoing proceedings in bankruptcy court pursuant to W. Va. Code §18-9A-12(b)(3); and”.

The bill (S. B. 1010), as amended, was ordered to engrossment and third reading.

The Senate proceeded to the twelfth order of business.

Remarks were made by Senator Leonhardt.

Thereafter, at the request of Senator Blair, and by unanimous consent, the remarks by Senator Leonhardt were ordered printed in the Appendix to the Journal.

At the request of Senator Trump, and by unanimous consent, the remarks by Senators Romano, Beach and Kessler on yesterday, Saturday, June 11, 2016, regarding the passage of Engrossed Senate Bill 1013 were ordered printed in the Appendix to the Journal.
