Effect this measure will have on costs and revenues of state government.

    This bill to add West Virginia National Guard members who are
    discharged from the military service due to wounds or injuries
    received in the line of duty, may continue to receive payments for
    tuition and fees as if they were still a member of the West Virginia
    National Guard. This will not add any additional cost since
    payments are contingent upon appropriations being made by the
    Legislature for the education program. An estimate of 20 soldiers
    may qualify for the program baed on line of duty for wounds and
    injuries. Prior to current Federal mobilizations, there would only
    be two or three soldiers that would qualify under this bill.

Explanation of above estimates (including long-range effect):

    Based on the assumption that the highest rate of tuition at a state
    college is WV University at $1,969 a semester. The cost per year
    would be $3,938.00 times 20 soldiers = $39,380. This amount of
    tuition would be part of the funds already set aside for the
    college tuition program.
