Effect this measure will have on costs and revenues of state government.

    This Bill would permit the assessment of new fees to support the teen court program. Each county that operates or wishes to operate a teen court program would be permitted to adopt the fee.
    The fees assessed against defendants are as follows:
    1. $5.00 for each conviction of the motor vehicle code.
    2. $5.00 for each conviction of a felony or misdemeanor.
    A 5% retainage would be kept by the circuit clerk
    It is not possible to provide a reasonable accurate estimate of revenue which may be provided for two reasons: (1) the number of counties which may "wish" to operate a teen program is not known; and(2) we are not in possession of conviction statistics from which such calcultaions may be made. We are attaching (by e-mail) 2004 case filing statistics which may aid in determining the potential revenue impact.

    1. Bill does not direct the payment of funds collected to a special fund with the county commission.
    2. Circuit clerks do not collect funds which result from cases filed in magistrate court.
