    This bill would place the West Virginia Cultural Center under the authority and control of the Department of Administration, General Services Division.

Explanation of above estimates (including long-range effect):

    The Department of Administration currently charges state agencies rent in the amount of $9.50 per square foot for routine maintenance, upkeep of buildings and grounds, etc. The Cultural Center has approximately 177,000 rentable square foot. This would result in an annual rent payment of $1.68 million dollars. The Department of Administration does not have any knowledge of what the Cultural Center currently pays for janitorial services, maintenance, upkeep, etc. so we have no knowledge as to whether the $1.68 million would be an increase /decrease from what they currently pay.


    Under this proposal, General Services will take over full responsibility for the following services, at the following rates:
    Custodial services at annual rate of $1.50 - $1.75 per square foot for an annual cost of $265,000 - $309,750
    Maintenance at annual rate of $1.00 per square foot for annual cost of $177,000
    Utilities at $1.50 - 1.75 per square foot for annual cost of $265,000 - 309,750
    Campus Overhead* at $2.77 per square foot for annual cost of $490,000
    Other** at .50% per square foot for annual cost of $88,500
    *Includes expenses for grounds maintenance, chilled water plant expenses, maintenance of the Veteran’s Memorial, and other shared, campus-wide expenses
    **Includes building insurance and other incidentals
    As the above indicates, General Services could not assume responsibility of the care, control, and custody of the Cultural Center without additional appropriation from the Legislature or rent from Culture and History.
    It is important to note that the $1.68 is approximately 300,000 higher than the standard services detailed above. The addtional square foot fees represents a standard safeguard to cover unforseen maintenance and engineering issues.
