Effect this measure will have on costs and revenues of state government.

    The purpose of this bill is to require the high quality standards for transportation adopted by the state board to include standards for the recommended duration of the one-way school bus transportation time for students to and from school under normal weather and operating conditions. Specifically, the bill prohibits a county board from creating a new bus route for the transportation of students in any of the grades of prekindergarten to grade five to and from any school included in a school closure, consolidation or new construction project approved after the first day of July, 2008 which exceeds by more than 15 minutes the recommended duration of the one-way school bus transportation times without the State Board providing written permission to create the route, and prohibits completely the creation of the route if it exceeds by more than 30 minutes the recommended duration of the one-way school bus transportation times.

Explanation of above estimates (including long-range effect):

    It is estimated that there would be only a few instances where the bus times for students in prekindergarten to grade five would exceed the recommended times by more than 30 minutes in the near future, but the bill would most likely prohibit a county board from closing a school in future years that should be closed because of population shifts, which will require the board to expend funds to maintain more staff than necessary to keep the school open and expend funds to operate and maintain the building. In addition, it will most likely require the State to provide additional funding to the county boards maintain these types of schools open, however, it is impractical at this time to estimate what these additional costs would be.
