Explanation of above estimates (including long-range effect):

The Partnership currently exists by operation of an Executive Order. If codification occurs this will result in duplication of services already provided by the Department's Bureau for Behavioral Health and Health Facilities.
While there may be no direct costs to DHHR, there may be a duplication of services currently provided by DHHR including establishing a grant application process, overseeing implementation of grants, establishment of a data-gathering system, program review, staffing and administration of the Partnership.
Further since DHHR's Bureau for Behavioral Health and Health Facilities (BHHF) has been designated as the Single State Authority for substance abuse prevention and treatment by the federal entities overseeing the funding of this program, any codification of an additional program could jeopardize the design.
