Effect this measure will have on costs and revenues of state government.

    The proposed legislation will add approximately two to eleven percent to project construction costs for additional energy conservation measures and other "green" amenities. These costs would be included in all public building construction and renovation projects greater than 5,000 square feet in size.
    Additionally, there would be additional administrative costs for the Department of Administration for monitoring and reporting provisions.

Explanation of above estimates (including long-range effect):

    It is impossible for the Department of Administration to determine the fiscal impact of the legislation as we have no way of knowing what projects will be forthcoming and the cost of the projects. The passage of this bill will add approximately two to eleven percent to project construction and renovation costs.
    In addition to increased construction costs, there will be additional design costs and project registration fees for LEED silver certification. These costs would be 1% to 2% of the project cost and are included in the two to eleven percent identified above.
    We estimate that additional personal services and other administrative costs to be in excess of $100,000 as a staff architect or engineer will need to be hired to monitor and do the required reporting. There will also be some costs associated with operating a green building advisory committee.


    Some of these additional costs will result in long term operational cost savings through reduced utility costs. Cost savings and payback will vary significantly from project to project.
