    The proposed legislation introduces a graduated set of sentences based on the use of a weapon or if injury is caused during a robbery. However, these delineations introduce maximum limits to the middle tiers and should act to somewhat limit excessively severe sentences in the majority of cases while retaining the traditional “no maximum” option for the most serious cases. Because of the long sentence terms in this statute it is difficult to quantify the difference between a 60 year and an 80 year sentence, for example, because average life spans and the age of the offender come into play. However, the introduction of the lesser tiers and the accompanying reductions in yearly operational costs and bed construction needs should more than offset the higher minimum introduced for the highest tier. For these reasons, we predict that this bill would either have no significant fiscal impact or indeed introduce a reduction in costs over the long term.
