    House Bill 4059, if enacted, would amend West Virginia Code §18B-10-7 to include in the fee waiver the dependents of United States armed services members who suffered a one hundred percent total and permanent service connected disability. The estimated cost would be approximately $35,000 per year.

Explanation of above estimates (including long-range effect):

    The estimated average tuition cost for West Virginia public higher education institutions is $4,051. The Department of Veterans' Affairs estimates that there are approximately 700 West Virginia residents who have suffered total and permanent service-connected disabilities.
    According to existing statute, recipients would not receive the waiver unless all other sources of student financial assistance have been exhausted. Estimating that only 5% of the disabled veteran’s spouses and children would have an income level that would exclude financial assistance , the cost per one 3 hour course per semester would be $507 * 35 = $17,745 per semester, or $35,490 per academic year.
