Effect this measure will have on costs and revenues of state government.

    This legislation would eliminate the publishing of a paper copy of the State Register. The register will still be available in an electronic, online format. The result of this legislation would be a cost-savings measure for the state. While a fee is charged to subscribe to the State Register, it is not sufficient to cover the labor and supplies involved in printing.

Explanation of above estimates (including long-range effect):

    The Office currently has 47 weekly subscriptions to the State Register. The subscription fee is $250, for at total of $11,750. The cost to publish these Registers is approximately $24,400. This includes paper, copy machine expense, and other overhead. By eliminating the publishing of the paper copies of the State Register, the State would save approximately $12,650 per year.
    Additionally, the printing of the Register consumes a minimum of 4 personnel-hours per week. These are hours that could be reallocated to more productive functions of the office.


    While this proposed legislation would eliminate the publishing of a paper copy of the State Register, it will still be available in an electroninc, online format for no charge. Prior to the Register's availability online, there were 200 paper subscriptions, which allowed the Administrative Law Division of the Secretary of State's Office to be self-supportive. Now that the Register is available online for no fee, this activity has become a cost burden to the state.
