Effect this measure will have on costs and revenues of state government.

    The purpose of this bill is to allow certain state employees to be granted leave of absence with pay while providing assistance as an essential member of an emergency aid provider during a declared state of emergency. The bill defines "emergency aid provider" as a local emergency service organization or volunteer fire department. The Department of Administration has no knowledge of how many state employees are emergency aid providers. Therefore, the Department of Administration is unable to determine the fiscal impact to the state with the passage of this bill. The Department of Administration suggests that the Division of Homeland Security and Emergency Management be requested to submit a fiscal note as they would have more knowledge of the fiscal impact.

    The fiscal impact with the passage of this bill is unknown.


    This bill creates a new classification of leave for any state employee designated as an essential member of an emergency aid provider. There would be a cost to the state as employees would be allowed to receive paid compensation at their regular rate of pay for up to 15 days a year without having to utilize their annual leave, sick leave, earned overtime compensation, seniority or compensatory time. The amount of this fiscal impact is unknown.
