Explanation of above estimates (including long-range effect):



    Approximately 85 to 90 percent of DOH projects have federal participating funds involved. When using federal funds on a project we must follow all federal guidelines in order to receive reimbursement. One of the federal laws that in part govern this process is the Davis-Bacon Wage Act. Given that the majority of the projects are indeed federal, a state repeal of the “Prevailing Wages” would not have an impact on the federal jobs. The state contracts affected by the removal of the state Prevailing wages in comparison to the federal contracts are minimal. The debate as to whether the cost of state projects would be reduced if state prevailing wages are repealed remains uncertain.
