Explanation of above estimates (including long-range effect):


This bill creates a new Intermediate Court of Appeals consisting of two three-member panels, a northern district and southern district. This bill calls for a salary of $118,000 which is unlikely to remain in place since it is less than the salary of a circuit judge. So this fiscal note reflects the salary of $131,000. This is half the difference between the salary of a circuit court judge and the salary of a supreme court justice.
