The West Virginia Regional Jail and Correctional Facility Authority would most likely not be fiscally impacted overall by providing civil service status for certain employees of the Regional Jail and Correctional Facility Authority. Based on how civil service coverage has worked for other employees in our agency, this change would likely result in lower salaries for employees of the West Virginia Regional Jail and Correctional Facility Authority, which would then be offset with increased costs associated with turnover and the training of new employees.
