Effect this measure will have on costs and revenues of state government.
The change in legislation to require write-in candidates to pay 25% of the filing fee will increase revenue as much as $19,955 in presidental election years and as much as $3,120 in non-presidetal election. There will be little to no cost increase due to the legislation.

Explanation of above estimates (including long-range effect):
Using the actual number of write-in candidates for years 2008, 2010, 2012 and 2014 and appluing the proposed 25% of the filing fee, the estimated revenue was computed. The results are below.

Memorandum
If the write-in filing fee would have been in place in the previous years of 2008, 2010, 2012 and 2014, the number of write-in candidates may have been lower than the numbers used in the estimate.
The State of West Virginia does not keep any of the filing fees. The fees are refunded to the counties. So all the increase revenue will go to the counties none to the state.
