Explanation of above estimates (including long-range effect):

The one time education payments as well as the college degree increases were calculated on uniformed members who have provided proof of their educational accomplishments to the WV State Police Personnel section as of February 1, 2015 as follows: 258 uniformed members with 4 year degrees and 17 with Masters.

Memorandum

We cannot predict upcoming college degree or one time education incentive costs with accuracy since the educational accomplishments for current or future troopers are unknown. Estimates for the one-time Education Incentive of $1,500 per member who attains a degree are not included in the “full implementation” calculation, nor are additional costs for members who obtain a degree in the future. Page 8 of this piece of legislation which provides summary information about the bill indicates that one of the purposes of this piece of legislation is to “increase the longevity pay for members of the State Police”. It is not clear from the language of this bill that this issue was addressed therefore it was not considered in this fiscal note.
