Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The Secretary of State’s Office will have an increase in cost of $3,471,116, because of changes in legislation requiring the office to provide voter registration photos through the Department of Motor Vehicles and/or the County Clerks’ offices in counties that do not have DMV offices. The additional yearly cost in counties with DMV offices is estimated at $358,815. The additional yearly cost in counties without DMV offices is estimated at $3,092,301. Also there would be an additional one time charge of $20,000 to write an interface between the election software in the Secretary of State’s Office and the photo ID system software located at the DMV and County Clerks’ Offices.

Explanation of above estimates (including long-range effect):


The above estimates for counties with DMV offices is based on the actual number of voters registration ID issued in those counties from the close of registration 2012 to the close of registration 2014 of 143,526 cards divided by 2 to give the estimated of 71,763 registrations per year. The DMV currently charges agencies $5 per card issued, therefore our estimate is calculated using the $5 card charge times the estimated number of registrations for a total of $358,815. The above estimate for counties without DMV offices is based on the actual of cost the MARQUIS ID system currently use in the 25 DMV locations at an average cost of $107,077 per location times the number of counties without a DMV location. We calculated the estimate using the average location cost of $107,077 times 30 counties for an estimated cost of $3,092,301. The Secretary of State’s staff will be available to assist the committee with any questions.
