Effect this measure will have on costs and revenues of state government.


The bill creates a class of Early Childhood Classroom Assistant Teacher I, Early Childhood Classroom Assistant Teacher II and Early Childhood Classroom Assistant Teacher III. It also provides that a person who has held or holds an aide title and becomes employed as an Early Childhood Classroom Assistant Teacher holds a multi-classification status that includes aide and/or paraprofessional titles and are included in the same classification category as aides. And, the bill provides that an aide in a kindergarten program that is eligible for full retirement benefits before July 1, 2020, may remain employed as an aide in that position and be granted an Early Childhood Classroom Assistant Teacher permanent authorization by the state superintendent.

Explanation of above estimates (including long-range effect):


The estimated cost to the State under the Public School Support Program (PSSP) for the proposed legislation is $414,837 for the fiscal year 2016 and thereafter. The total cost is made up of an increase of $304,790 for service personnel salaries (Step 2), $26,212 for fixed charges (Step 3), $38,099 for additional current expenses and substitute costs (Step 6), and $45,719 for retirement benefits. The increased cost is attributable to an estimated 320 aides eligible for full retirement benefits currently employed in kindergarten or prekindergarten programs who would be eligible for a higher pay grade once awarded an Early Childhood Classroom Assistant Teacher permanent authorization. The estimated 320 aides were identified on the 2014-15 certified list of personnel as being in a kindergarten or prekindergarten program based on their position code and the identified program function code associated with their position. Years of service were also considered.
