Effect this measure will have on costs and revenues of state government.


This bill would not impact cost and revenues of state government. However, it would have a serious effect on the use of state funds to construct schools in West Virginis. Funding of playground equipment with school constructin funding would deplete funding for academic improvments. Funding for playround equipment would need to come from general revenue and the paygo program since it would not be prudent to fund depreciating equipment from bond funding. The Cost of a furnished playgrund that meets the National Safety Standards would be approximately $75,000.00 - $100,000.00. A standard academic classroom costs approximately the same price range.

No fiscal impact on Budget is expected. however, funding of this billwould decrease funding of r academic improvments in future school construction.



Memorandum


We have serious concerns regarding the passage of this bill. Counties have identified over $3.2 Billion in facilities needs in 2010. None of the county identified needs were playground equipment. The School Building Authority has limited funding available annually for projects that have been identified as critical needs. Due to construction inflation the cost of the identified needs grows by $274,000 daily on those facility needs not addressed due to the shortage of SBA and local funding. The SBA focuses on the academic necessities first. The cost of one equiped playground will eliminate a furnished classroom in other schools. Physical activity is important and we are currently building and equipping dedicated indoor gymnasiums for physical education in all schools. Outdoor play equipment should not be a priority for state funding given the limited availability of construction funding annually.
