Explanation of above estimates (including long-range effect):


The purpose of this bill is to prohibit the Division of Motor Vehicles from issuing instruction permits to applicants who have not successfully passed drug tests. In 2014, 12,423 individuals took the GDL Level 2 examination. It is estimated that review and processing of an additional form in the driver’s license process would require at least three additional minutes of processing. There is a $10 fee assessed for the urine drug test. The Division of Motor Vehicles is not in a position to provide drug testing. Three companies were surveyed and urine drugs tests would cost the individuals between $65 and $89. The purpose of this bill reads to drug test holders of all instruction permits, however, the bill only addresses GDL Level 2 permits. If the intent of the legislation is to test prior to instruction permits, the cost reflected would be approximately four times the cost of this fiscal note as presented, with revenues reflected in a like manner.
