Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to establish procedures for body mass index (BMI) screening in schools in West Virginia. The bill requires that schools educate parents and guardians of the screening program and risks of conducting the same and how the risks may be addressed. Also the bill would require that schools obtain the prior written consent of parents and guardians of students before conducting BMI screenings.

Explanation of above estimates (including long-range effect):
Although the Department would incur some costs in developing and distributing the educational materials, those costs would be absorbed internally, so there would be no additional costs to the State as a result of this bill. However, the bill imposes additional requirements for the county boards in collecting body mass index (BMI) data which would cause them to incur additional costs in order to comply with those requirements. The requirements include: conducting the BMI screenings alone with the student and not in the presence of other students or staff; contracting with another entity for the screenings, requesting the parent or guardian of each student subject to the screening to obtain the screening from a provider and submit the results o the state and county board or school designated for collection of the data; and distributing educational materials to parents. Since each county board would handle compliance with the new requirements differently, there is insufficient information available to be able to compute an estimated cost. However, since no additional funding would be provided by the State for these requirements, these additional costs would have to be borne by each county board.
