Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to provide a $2,000 mentoring increment to teachers with certification by the National Board for Professional Teaching Standards who teach in schools that are in the lowest 20% of schools in the state in three-year aggregate mathematics and reading/language arts scores on the statewide summative assessment.

Explanation of above estimates (including long-range effect):


The estimated cost to the State under the Public School Support Program (PSSP) is $117,046. The cost estimate is based on 43 teachers with certification from the National Board of Professional Teaching Standards currently employed at schools tentatively determined to be the persistently low performing schools as defined in the proposed legislation. The estimated increase in Step 1 - Allowance for Professional Educators is $86,000, the estimated increase in Step 3 - Fixed Charges is $7,396, the estimated increase in Step 6 - Allowance for Current Expense and Substitute Charges is $10,750, and the estimated increase in Retirement is $12,900. The actual cost to the State could vary annually as different schools become identified as persistently low performing schools and more nationally certified teachers become eligible for the $2,000 bonus. Using the average number of nationally certified teachers per school and the estimated number of persistently low performing schools each year, the estimated cost for the proposed legislation would be a total of $272,745.
