Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to amend and reenact §18A-3-1a and §18A-3-1b of the Code of West Virginia, 1931, as amended, all relating to alternative programs for the education of teachers; adding, clarifying and removing definitions; adding West Virginia Department of Education as additional option for alternative program partner; providing for rule making; removing language replicated in or conflicts with other statute provisions; requiring separate program review process; requiring the method of instruction to be set forth in program plan; removing specific requirements for mentors and requiring professional support team to be set forth in program plan; authorizing certain existing support structures to be used; allowing options for charges to offset costs; clarifying initial hiring; requiring final decisions and recommendation on progress of program teacher reside with the principal; and making technical changes.
Senate amendment #1 removed the ongoing monitoring of the alternative certification programs by the WVDE; therefore, the need for additional FTE has been removed from this fiscal note.

Explanation of above estimates (including long-range effect):
Legislation:
Section 18A-3-1d(a)(1) requires that the "State Board shall promulgate separate procedures for alternative programs for alternative programs for classroom teachers, alternative programs for highly qualified special education teachers, and additional alternative programs to prepare highly qualified special education teachers. These procedures shall be separate from the State board's other procedures for approving standard teacher education programs."
Cost to the WVDE: This bill requires a separate program review process than what is used for traditional educator preparation programs. The WVDE will coordinate the review of all alternative program proposals. The total WVDE cost is $18,000.
Legislation:
Section 18A-3-1i.(a) states that "at the conclusion of an approved alternative program, the approved education provider shall prepare a comprehensive evaluation report on the alternative program teacher's performance... (d) The approved education provider shall provide the alternative program teacher with a copy of the alternative program teacher's written evaluation report and certification recommendation before the approved education provider submits them to the State Superintendent. If the alternative program teacher disagrees with the provider's recommendation, the alternative program teacher may, within fifteen days of receipt, request an appeal in accordance with the certification appeals process established by the State Board.
Cost to the WVDE: An appeal panel is utilized to review those not recommended for certification at the conclusion of the approved alternative program. The annual costs to the WVDE are estimated to be $18,000.
