Memorandum
With respect to Senate Bill 45 Tourist Oriented Destination Signing (TODS), we have the following information and fiscal note:
- The subject bill creates a signing program which aligns very closely (essentially duplicating) with the Specific Motorist Services (SMS) Program which the DOH implemented in 2005 and updated 2012.
- This same bill was introduced in 2011 then dropped from committee consideration because it duplicated the existing SMS Program.
- Thee fee structures are a little different with the proposed TODS fees ultimately not covering the overall administration costs of the program.
- There are some technical issues (such as defining the gauge of aluminum used for manufacturing signs which are in direct conflict with the materials we use) which would need to be addressed should it move forward.
