Effect this measure will have on costs and revenues of state government.


The West Virginia Division of Corrections is unable to estimate how many new offenders would be impacted by this legislation and how many judges would utilize the statute to reduce minimum sentences for new offenders. However, for each such offender impacted, the State of West Virginia can expect a savings of $28,369 per year of incarceration avoided (average annual cost per offender in FY 2015).
