Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
It is difficult to assess if this legislation would have a negative or positive fiscal effect on State Parks. The Parks and Recreation Section would like the consideration of an exemption from the open carry of firearms in public buildings and developed outdoor recreation areas, such as swimming pools, golf courses, and game courts. According to The Economic Significance and Impacts of West Virginia’s State Parks and Forests by the Institute for Service Research provided, in December 2015 that West Virginia State Resort and Lodge Parks, as a category, contribute $118.6 million in visitor spending both within and outside of the park. These areas possess the most significant indoor and outdoor recreational facilities, have the greatest visitation, and generally have the greatest number of out-of-state visitors. Some visitors, especially those from out-of-state where open carry is not permitted, may find this inconsistent with their state park expectations and may, therefore, have a negative impact on their stay and thus their spending.
