Effect this measure will have on costs and revenues of state government.


The purpose of this piece of legislation is to allow the West Virginia State Police (WVSP) to establish a fee schedule and collect fees for forensic services. These costs, which are primarily for non-WVSP services, are currently being absorbed by the WVSP General Revenue budget.

Explanation of above estimates (including long-range effect):


The estimated total annual cost to operate the WVSP Forensic Laboratory is $5,237,277. Approximately $3,669,165 applies to non-WVSP cases. The amounts calculated for the above estimates represent fees based on a 25% recovery plan for non-WVSP cases ($917,291) plus the cost of an Administrative Services Assistant I to manage the billings and collection of fees from the entities requesting the laboratory services ($44,159) which totals $961,450. The estimated revenue for a 50% recovery plan is $1,834,582 plus the Administrative Services Assistant at $44,159 for a total estimate of $1,878,741. In both cases the revenues would be offset by an equal amount of expenditures related to the operation of the WVSP Forensic Laboratory.



Memorandum


A minor amount of funding to operate the Forensic Laboratory is provided by Federal Grants. The appropriate consideration of grant funding would be given when establishing fees and procedures for forensic services.
