Effect this measure will have on costs and revenues of state government.


If enacted, the provisions of SB48 would have an adverse fiscal impact on the workers' compensation premium rates for Volunteer fire Department (VFD) class 7711. Actuarially determined estimates of the magnitude of the adverse impacts are not currently available and require a considerable amount of time to produce. However, the severity of the increased costs could be significant. SB48 would not significantly impact the operations, expenses or revenues of the Offices of the Insurance Commissioner.

Memorandum


If enacted, SB48 would expand the rebuttable presumptions for certain injuries and diseases to volunteer fire departments (VFDs) and allow coverage for occupational pneumoconiosis or other occupational disease for work performed out of state. If the exposure base for workers' compensation coverage increases, the premiums will also increase for VFD class 7711. If the workers' compensation premiums for VFDs increase, it is likely that the requests for increased subsidies to offset premium costs will also increase.
