Effect this measure will have on costs and revenues of state government.


The proposed legislation, HB2324, is requiring the WVDOH to use a mechanical roller to repair any hard surfaced road, highway or street when patching. It is the current practice of the WVDOH to make these types of repairs through the use of a mechanical roller with only a few exceptions. In certain emergency situations and cold weather conditions, the WVDOH has had to deviate from this best management practice for the safety of the motorists.

Explanation of above estimates (including long-range effect):


In consideration of the proposed legislation would not modify the WVDOH practice, no additional costs are anticipated. The current WVDOH practice is that all permanent repairs require the pothole area to be cut-out and thus scheduled and performed as soon as possible when weather conditions permit. The type of maintenance performed is dictated by the condition on pavement, shoulder and approaches. The temporary patching of paved surfaces with colds mix or hot mix is performed to eliminate potential safety hazards and to prevent further surface deterioration. The temporary patch is subsequently be cut and repaired when weather conditions permit and thus, providing a permanent patch.
