Effect this measure will have on costs and revenues of state government.
Requires WVBE to develop and implement a digital learning pilot project, which will provide districts with pre and post assessments to measure the digital literacy skills of students and teachers; K-12 digital literacy content; a learning management system to support multiple instructional strategies; on-demand professional development resources to support teacher effectiveness of the use of technology and digital resources; professional development on the use of platform & resources to create class content. Costs for the bid process to provide the resources outlined in the bill ; Costs for the actual student & teacher digital literacy resources &
platform; Costs for teacher professional development services ; Costs for the Learning Object Repository (LOR); Cost for district-created digital content & vetting process; Professional development; management of LMS; management of deployment & professional development; IF the existing LMS is utilized there will be no additional costs to the state.

Expenses projected for a pilot of approximately 27,000 students and 2,000 educators in 2017-2018 and 54,000 students and 4,000 educators in 2018-2019.
