Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
SB207 would have the state add 10 new mental health and military service members’ court programs, opening two per year by July 1, 2018 through July 1, 2022. Based upon programs operating with a maximum of 45 participants each, the annual estimated cost per program, including one fulltime oversight staff on the state level, is an average of $175,180, with some years fluctuating higher or lower,
based upon actual participant numbers, needed equipment costs, etc. Beginning with two court programs in the first fiscal year, fiscal year costs will increase annually through the 6th fiscal year when
all ten court programs could reach the maximum of 45 participants per program at a combined annual cost of $1,752,794 per annum. See “2017 SB 207 Fiscal Note” attachment for specifics and limitations.

Explanation of above estimates (including long-range effect):
See “2017 SB 207 Fiscal Note” attachment. By FY 2023, the minimum annual expenditure will be $1,751,794. Costs beyond the FY 2023 have not been estimated, but one can expect training, equipment replacement, supply cost increases, employee cost increases and other usual annual increases thereafter. Note carefully that costs for treatment, educational, and other services for participants are not included in the Court’s cost estimates, and are expected to be obtained from third party sources not paid for under the Court’s budget. Failure to obtain such services would not permit operation of these court programs without significantly higher cost estimates.
