Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to reduce the student-school nurse ratio from 1,500-1 in grades K-7 to 750-1 and to expand it to all levels of school in the 2017-18 school year to provide for ever-increasing medical needs of students, while ensuring that school nurses will do the work, not contract services. There would be no cost to the State under this proposed legislation since the allowances under Step 5 of the Public School Support Program (PSSP) are not being increased to provide funding to employ the additional school nurses. Consequently, the total cost of this proposal would have to be borne by the county boards of education. The total estimated cost to the county boards of education is $5,142,589.

Explanation of above estimates (including long-range effect):


The estimated cost of this proposed legislation is $5,142,589 for an additional 80.13 school nurses statewide for the 2017-18 year. The estimated cost includes the salary, fixed charges, retirement and PEIA benefits for the additional nurses.
