Effect this measure will have on costs and revenues of state government.

    The purpose of this bill is to establish a four-year pilot program to have social workers in public schools, from prekindergarten through the elementary school. The bill requires a minimum of one social worker per county. The bill requires guidelines and criteria relating to the pilot programs be prescribed. The bill defines “social worker.” The bill requires annual and final reports. There is no estimated cost to the State for the proposed legislation. The estimated cost of $2,383,275 for the proposed legislation must be borne by the county boards of education, as social worker positions are not covered under the Public School Support Program.

Explanation of above estimates (including long-range effect):

    Based on the current number of social workers employed by the county boards of education, it is estimated that an additional 37 social workers must be hired for all counties to employ at least one social worker. The estimated cost for those additional social workers, including salary, fixed charges, retirement and PEIA premiums, is $2,383,275. The full cost will be borne by the county boards of education since no additional state aid funding will be received for the additional social worker positions.
