Effect this measure will have on costs and revenues of state government.
This bill declares the intent of the Legislature to facilitate, advance, and improve the availability of interstate passenger rail service by the AMTRAK Cardinal Passenger Train. This bill authorizes and directs the Commissioner of the West Virginia Division of Tourism to supervise the state's activities and participate with other states and AMTRAK to improve the Cardinal Passenger Train.

Explanation of above estimates (including long-range effect):
The Division of Tourism can utilize existing resources to develop and implement the Cardinal Passenger Train improvements described in the legislation.
Memorandum
The proposed legislation would create a new fund ("Cardinal Passenger Train Enhancement Fund"). Revenues for this fund as described in the bill include, but are not limited to: interest and returns earned on the fund balance; gifts, grants, and donations; and appropriations by the Legislature. At this time it is not possible to estimate a total amount of revenues from these activities.
