Effect this measure will have on costs and revenues of state government.


The Division reviewed a similar bill last year. There is no way to calculate the cost to the State based on many variables, including the number of disasters, the size and duration of a disaster, the number of persons that may want to volunteer, the salary and benefit costs of that personnel. The Bill will have an impact across all State agencies. Also, it may be necessary to backfill that employee's position which could be at time and one half. That cost would need to be included as well.

Explanation of above estimates (including long-range effect): The costs could be significant to Departments and Agencies, but there are many variables such as how many state workers volunteer for this type of service. what is finally determined to fit into this category, such as volunteer fire service, volunteers for Red Cross, Salvation Army or other Volunteer agencies active in Disaster (VOAD). Would volunteer EMS and Hospital workers be included, etc. It would also depend on the number of disasters in a year, in 2015 there were 5 impacting all counties in WV and some more than once. In 2016 a major flood impacted several counties for several months and the volunteer response is ongoing. . The impact to state expenses would depend on how many workers, their pay rate, the number of disasters and the duration of them.



Memorandum


As indicated last year, a clear Definition of Emergency Worker would need to be identified. A finite time they could volunteer, in what capacity and who could authorize that volunteer time.
