Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require the Commissioner of the Division of Motor Vehicles to create a special registration plate for full-size special purpose off-road vehicles, self-assembled or modified original equipment manufactured vehicles, that would give the vehicles the same limited access to roads as all-terrain vehicles.
These vehicles are not currently titled in the state of West Virginia, so there is no historical data available to provide reasonable estimates for total revenues. Each all-terrain vehicle will pay $30 for a plate. The current maximum cost for a plate is $8.80 producing a net revenue stream of $21.20. Programming required to enact this legislation will take approximately 80 hours at $9 per hour or $7200.
