Effect this measure will have on costs and revenues of state government.
As mentioned, it’s impossible to project the cost of HB 2941 because DOH Legal’s work constitutes “ordinary legal services.” However, DOH Legal recognizes that the paving antitrust suit does not constitute “ordinary legal services.” Prior invoices from the AG for unrelated services reflect that the AG’s average attorney billable rate for an attorney is approximately $120/hour and the billable rate for a paralegal appears to be approximately $75/hour.
While DOH Legal has not tracked its hours based on its legal services for handling the antitrust suit, DOH Legal estimates that the number of attorney hours expended on such matter equals roughly 800 billable hours and the number of billable paralegal hours equals roughly 300 billable hours. As such, it is estimated that the cost of legal services that are not ordinary is approximately $118,500.00.
