Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The concealed weapons permit fee is paid to the County Sheriff. It is $75. The Sheriff retains $60 and the WV Courthouse Facilities Improvement Authority received $15. Based on FY '16 numbers, there were approximately 34,000 concealed weapons permits issued that year. WV has a high number of veterans and the bill does not distinguish other than honorably discharged. Therefore, this bill is not limited to combat veterans or any other specific group. The Sheriffs' Concealed Weapons permit does not collect the data about military service so we are estimating that at least 50% of concealed weapons permits are issued to veterans. Based on 34,000 permits issued, if at least half are veterans = 17,000 free permits. Sheriffs would lose approximately $1,020,000 in permit fees. That money is restricted in use for law enforcement and is often used for such expenditures as cruisers & equipment. WV Courthouse Facilities Improvement Authority would lose approximately $255,000. This agency provides grant funds all over the state for Courthouse repairs, maintenance, and renovations.

Explanation of above estimates (including long-range effect):


Loss to Sheriffs' concealed weapons fund statewide: -$1,020,000 Loss to WV Courthouse Facilities Improvement Authority - $255,000 Based on approx. 34,000 permits issued in FY '16 and assumption that 50% were issued to veterans.



Memorandum


Veterans is not defined other than "honorably discharged" so it's a very broad category. It would include all veterans, including non-combat as well as Reserves, etc.
